The Ministry of Natural Resources (MNR) was established on December 17, 2011, as the Ministry of Natural Resources and the Environment (MNRE) to harmonise policy and management in natural resource sectors, after being reestablished as the Ministry of Natural Resources.

The MNR is currently coordinating the activities over the Guyana Geology and Mines Commission (GGMC), the Guyana Forestry Commission (GFC), and the Guyana Gold Board, and is set to include the Petroleum Commission of Guyana (PCG), to support the emerging oil and gas sector.  The mission of the MNR is to develop, implement, and oversee policies for the responsible exploration, development, and utilisation of natural resources while ensuring environmental protection, conservation, and the advancement of a green economy.

Relationship With Ministry of Natural Resources

The GGMC has responsibility for the Mining sector in Guyana and is governed by the GGMC Act 1979 and the Mining Act and Regulations. The subject Minister for Mining is the Minister of Natural Resources. The GGMC also has an important aspect of its responsibility in the technical and associated areas of petroleum exploration and production, and development, which Petroleum Legislation governs. The subject Minister for Petroleum is also the Minister of Natural Resources. The Hon. Vickram Bharrat, MP, who is the Minister of Natural Resources, resides within the Ministry of Natural Resources, of which the GGMC is a subject agency and relies on the policy and Ministerial guidance, which mandates how the mentioned sectors operationalise their activities.
